Until 1992, the municipality of Modrica had a developed industrial sector. The chemical industry was the leading industry, along with significant participation of the wood, footwear, and food industries, and the production of plastic packaging.

Along with industry, agriculture has developed as the second important sector, thanks to the advantage of fertile land and a favorable climate. The municipality had one of the most successful agricultural holdings in BiH with a modern dairy and a bioconversion system.

The municipality of Modrica belonged to the group of highly developed municipalities in BiH and SFRY with the Oil Refinery Modrica JSC as the main carrier of municipal development.

Modrica had a large amount of highly educated and skilled professionals in various fields such as chemical, machine, paper, wood, footwear, and food industry. There was also a long tradition in the craft industry.

The economic structure of the municipality of Modrica has changed significantly today. According to the number of registered entities and the achieved total income, the trade sector prevails, but the greatest potential for investment and employment is in the following sectors:

  • Metal processing industry,
  • Chemical industry,
  • Textile, leather, and footwear industry,
  • Production of ALU, PVC, and wooden profiles.

Metal processing industry

The metal processing industry in Modriča experienced significant development only at the end of the 20th and the beginning of the 21st century.

The most important economic entities in this area are the limited liability companies: MP Pandurevic, Fam-JM, MAG, RTS metal and Optima Power.

MP Pandurevic LLC has grown from a family blacksmith workshop founded back in 1906. The main activity is the processing of metals by forging, drawing, and the production of elements and furniture from wrought iron and is a leader in the production of wrought iron and stainless steel fences in the region. Today, almost half of its production is placed on foreign markets.

Fam JM LLC was founded in 1980 as a craft workshop for the production and servicing of woodworking machines. Later, it was re-registered as a company and since 1995 it has been exclusively engaged in the overhaul of SUS engines, production of mobile tools for CNC machines, the overhaul of sawmill equipment, and metal machining (classic and CNC).

MAG LLC has been operating since 1997 and its primary activity is mechanical services, overhaul and service of machines and devices, and production of various machine elements and assemblies.

RTS metal LLC was founded in 2006 specializing in metal processing, production of metal products, and locksmith accessories from all types of bars, tubes, sheets, production of windows and doors, stainless steel fences and gates, and other products. Until very recently, they were oriented exclusively to the foreign market, and in the coming period, they will try to achieve a share in the domestic market as well.

Optima Power LLC was founded in Modriča in 2007 as a company that provides mechanical work services, and in 2008 it specialized in performing works on turbogenerator plants and expanded to the energy sector.

Chemical industry

The joint-stock company Oil Refinery Modrica was one of the most important companies in the municipality of Modrica in the field of chemical industry and the overall economic sector of the municipality.

It was founded back in 1954 as a chemical craft workshop. Sharp growth was achieved in the sixties of the last century within the entire oil industry of Bosnia and Herzegovina when it was transformed into a modern manufacturer of lubricants for internal combustion engines and later development and a manufacturer of hydrocracked base oils.

For almost 60 years, the Oil Refinery Modrica has been a recognizable producer of oils and lubricants on the market of the former Yugoslavia and Western Europe and the main carrier of development of the municipality of Modrica.

In 2007, the Russian state-owned company Zarubezhneft, through its subsidiary NeftegazinCor, became the majority owner of shares in the Republic of Srpska’s oil industry companies, including the Oil Refinery Modrica JSC.

In 2008, the company Zarubezhneft founded a new company called OPTIMA Group LLC based in Banja Luka, whose task was to plan and manage the development of the oil industry, and to develop and expand the retail network of gas stations through the joint-stock companies Oil Refinery Brod, Oil Refinery Modrica and Petrol gas station distribution network.

Nowadays, Oil Refinery Modriča JSC does not have its production but has become a service manufacturer for Optima Grupa LLC and no longer has the role of the bearer of the economic development of the municipality of Modrica.

Novoprom LLC is one more company that has developed in this area. Initially, the company was a distributor of raw materials and accompanying program for agriculture, distributor of fertilizers, pesticides, vehicles, and fuels. However, by the acquisition of Hemija JSC, the company expanded its activities to the production of NPK fertilizers, bituminous emulsions, and polymer bitumen for road construction, and production program for construction and the automotive industry.

Textile, leather, and footwear industry

In the field of leather and footwear industry in the municipality of Modrica, there are two active companies, KOMO JSC and ALFA LLC, and THEMA LLC business unit of the company from Gradačac. This is mainly a “lohn” production where manufacturers receive complete sewing material from customers, so that in their work process they only cut, sew, pack and deliver and do not have their finished product. (Except for THEMA LLC, which has lines of finished products as well).

This is the production with intensive work and low cost of human labor, low accumulation, and low-profit margins. The raw material is imported from abroad, which, in addition to the import of finished goods from China and Turkey, reduces the competitiveness of domestic producers. Nonetheless, the advantage of this sector is that it employs a significant number of employees, mostly women.

The textile industry has two manufacturers, HERTEX LLC and a ‘la mode LLC with a similar product range, mostly women’s clothing.

Production of ALU, PVC, and wooden profiles

Unlike some other industrial sectors that have a long history of operations in this area and consequently recognizability and appropriate infrastructure, the plastics sector as a relatively young industrial sector is still developing its recognition and infrastructure.

The first factory in this sector registered in the early 1980s in Modriča was Plasmo JSC and was engaged in the production of plastic packaging. The factory burned down during the war and was not put into operation after that.

Observing the trends in the global and European market, it was noticed that the plastic sector in construction is the second most important one, right after the packaging sector, and the most popular is the chain of construction of carpentry products.

From 1998 until today, in the area of the municipality of Modrica, three companies and two entrepreneurs in this sector have been registered. Namely, producers of ALU and PVC carpentry are Ornament LLC, VD sistem LLC, PVC sistem company LLC, small craft workshop companies RD Line and Đurićmont, and manufacturer of other plastic construction products is Akva-komerc LLC.

Nowadays, when energy efficiency is an integral part of the development guidelines of all sectors of the energy system, special attention is paid to energy efficiency measures in the building sector, because there are great effects on reducing energy consumption and emissions, and the increasing number of manufacturers of these products is no wonder.

This production has an exceptional export potential and is characterized by the continuous growth of demand in the domestic market.

The municipality of Modrica has 22,431 hectares of agricultural land, of which 21,322 hectares or 95.06 are privately owned, while only 1,109 hectares or 4.94% are state-owned.

Arable agricultural land occupies 19823 hectares or 88.37%.

The structure of arable agricultural land is dominated by arable land with 16263 hectares (82.04%), orchards 2299 hectares (11.6%), and meadows 1261 hectares (6.36%).

The share of certain crops in the sowing structure is as follows: cereals about 80.00%, industrial plants 0.50%, vegetables 12.50% and fodder plants 7.00%.

In the field of animal husbandry, the most organized sector is dairy and broiler breeding (due to the regulated market), and the production of breeding offspring (heifers, sows, and sheep) has been developed, which is reflected in the increased meat supply in the local market and beyond.

In fruit production, the most common crop is plum due to the tradition of cultivation. Plum is grown on the slopes of the mountain Trebava, which has an eastern exposure. It is grown at an altitude of 200-600 m above sea level. Special mention should be made of prunes, which were traditionally dried in small masonry dryers with 3-9 coffins, and wood was used as an energy source. Today in the area of Modriča we have 3 business entities that own modern dryers. Those are the agricultural cooperatives “EKO PLOD” Modriča, “Tarevci” Tarevci, and “Krušik” ltd. The special connection of plum production in the area of Trebava with the Gradačac “Plum Fair” should be emphasized, where the first “Plum Day” was held on August 30 and 31, 1969, which contributed to the raising of plum orchards. In order to improve the production of plums, we are working on the protection of the geographical origin of prunes.

With the formation of the fruit and vegetable processing center of the entrepreneurship center “Jabučik”, the production of vegetables both outdoors and in protected areas is constantly increasing.

During the last three days and thanks to the various development projects, the Municipality has provided 116 greenhouses each comprising 100 m² for agricultural producers.

The number of registered family farms is 587, of which 34 are commercial and 553 are non-commercial.

In order to improve agricultural production, and better use of natural resources and labor, the Municipality has decided to improve agricultural and food production through:

  1. giving incentives to current production in certain types of production,
  2. promotion of agriculture through visits to agricultural fairs as well as holding “Exhibitions of livestock and rural entrepreneurship”,
  3. continuous education of agricultural producers through the maintenance of the so-called Winter School,
  4. finding potential investors and providing support through co-financing.

In addition to agricultural land, significant natural resources are forests and water resources.

The municipality has a forest management plan for private forests in 2022-2031, on the basis of which the Public forestry Company the “Šume Republike Srpske” JSC, Doboj branch manages forests.

In the area of our municipality, the basic surface flow is the river Bosna, which belongs to the Sava river basin. It flows through the municipality of Modrica in the length of 18 kilometers, with an average width of 90 meters. It has the highest water level in the period from March until May and November, and the lowest in the period from August until September. In the lower part, it applies larger amounts of gravel, which affects the meandering of the riverbed. The tributaries of the river Bosna in our area are the following rivers: Adarska river, Mala river, Velika river, Vranjačka river Babešnica, Dusa, Tolisa as right tributaries, and left tributaries are: Ljubioča, Botajička Rijeka.

There are no natural lakes and wetlands in the municipality of Modrica. As regards the artificial water bodies in the Municipality, there is an artificial lake in Dobrinja and the Western Lateral Canal. The artificial lake is private property and is used for fish farming of about 1 hectare, and the western lateral channel was built in 1973, which has the function of receiving and draining mountain waters into the river Bosna in order to protect against floods.

In the area of the municipality of Modrica, there are a preschool institution, two central, 15 regional primary schools and one secondary school “Jovan Cvijić”, having about 650 students combined.

The majors in the secondary school “Jovan Cvijić” are the following:

  • Gymnasium (Socio-linguistics, Computer and Information Science),
  • Economics, law and trade (Economic technician, Business – IT technician),
  • Mechanical Engineering and Metalworking (Mechatronics Technician, CNC Technician, Locksmith – Welder, Car Mechanic, Welder, Locksmith),
  • Electrical Engineering (Computer and Programming Technician, Power Engineering Technician, Auto Electrician, Information Technology Technician),
  • Agriculture and food processing (Agricultural technician, Agricultural producer),
  • Textiles and leather (Leather technician).

Highly educated staff (approximately 60 graduates per year from Modriča) come from faculties from the wider area. Personnel from all fields are being educated at the faculties in Banja Luka and East Sarajevo, and personnel from the sectors of transport, metallurgy, chemistry, machinists and managers of production technologies are available in the immediate vicinity.

Non-formal education centers, retraining, and advanced training programs, located within 50 km, can respond most quickly to the basic needs of investors.

Natural characteristics

Favorable geographical position of the municipality of Modrica, good traffic connections with neighboring countries, i.e. short distance, as well as the immediate vicinity of Corridor 5C, are certainly important factors for the development of a tourist area.

The area of the municipality is spread over three geographical areas, covering a smaller part of each of them:

  • Part of the plain of Bosnian Posavina with part of the valley of the river Bosna,
  • The area of the Vučijak mountain massif on the left bank of the Bosna River,
  • The area of the Trebava mountain massif on the right side of the river Bosna.

Vučjak (367m); Trebava (644m), the valley of the river Bosna (106-103 m) and the Posavina plain (91-90 m above sea level.)

One of the most promising natural resources is Duga Njiva – a picnic area and air spa on the mountain Trebava, which stretches at an altitude of 400 to 644 meters. It is rich in deciduous and coniferous forests, untouched sources of drinking water, diverse flora and fauna with constant air currents that are an important thermoregulatory factor that keeps the air clean. Therefore, the Duga Njiva site has exceptional values of biodiversity – biological, ecological, then cultural-historical and landscape values.

Of the natural attractions, it is important to highlight the hunting and fishing potentials. Hunting resources are managed and administered by the Hunting Association “Majna”, which has 2 hunting lodges and 7 hunting huts at its disposal. The most common species of game are roe deer, rabbit, pheasant, wild boar, wild duck and quail in the lowland hunting grounds.

Sport-fishing association “Optima” takes care of stocking the waters, arranging the lake, and protection from poaching (fishing potential: catfish, carp, perch, barbel, pike …). On the river Bosna there is a jogging track about 800 m long.

Cultural and historical heritage

The old town of Dobor with its Dobor tower is a symbol of the city. It is located on the left bank of the river Bosna about 4 kilometers upstream from city of Modriča. It was built by Ivaniš Horvat between 1387 and 1394 in the form of a fortification with two towers.

Due to its strategic position, Dobor has been exposed to conquests and devastation several times throughout history. At the site of the town of Dobor, seven archeological layers from the metal age were discovered, which give it particular significance.

The architectural ensemble of the Old Town of Dobor was declared a National Monument of Bosnia and Herzegovina in the spring of 2005. Archaeological discoveries are exhibitted in the National Museum of Bosnia and Herzegovina in Sarajevo and the Regional Museum in Doboj.

Religion

Duga Njiva Monastery – According to legend, on the site of the current monastery there was a wooden church dedicated to the holy prophet Elijah, which was destroyed a long time ago. The people from Trebava traditionally gather during the Ilindan holiday on Duga Njiva, which is held on the last Sunday before August the 2nd each year. At that time, church services are held and liturgies are held around the temple, and both the youth and adults gather at the three-day gathering to rejoice in life and what it brings through song, dance, joy and fellowship.

The construction of the church on the site of the former log cabin church began during the nineties of the XX century. During the consecration, the new temple was dedicated to the Holy Prince Lazar of Kosovo and all Serbian new martyrs. Mr. Vasilije, the Bishop of Zvornik and Tuzla, declared this church a monastery in June 2007.

The realization of the idea of building the Duga Njiva monastery began in 2010. The general project of the new monastery was made by the architect Slavko Lukić from Bijeljina. The foundations of the new church were consecrated on July 31, 2011 by Bishop Mr. Vasilije. The temple was completed in mid-2012.

In addition to the monastery, mention should be made to the oldest Orthodox church in the municipality of Modrica – the Church of the Ascension in the village of Koprivna, built in 1874.

On the territory of our municipality, from 2021, there is also an api chamber, which is located at 400 meters above sea level on the mountain Trebava. Api chamber is a special facility, usually made of natural materials, in which users breathe air from beehives.

The municipality of Modrica can boast of a large number of events that are held throughout the year, and they should certainly be mentioned as a significant tourist potential.

Manifestations: Spring in Modrica, Gastro Meetings, celebration of the Day of the Municipality – Vidovdan, Summer in Modrica, Handicraft Fair “Tradition and I”, Winter City of Modrica, and numerous sports tournaments, etc.

Based on the above, we can conclude that the municipality of Modrica has numerous and diverse potentials, and that it affects the development of religious, recreational, rural, excursion, hunting, fishing and certainly manifestation tourism.

Good promotion, improvement, preservation of the above-mentioned values will create good preconditions for the development of the tourist economic sector in the municipality of Modrica.
